I think that was a lie on his part. My mind is foggy on this as well, but I recall him saying that he was in no shape to train either of them. I think he neglected his training and had to stall the training for as long as he could, because he was nowhere near as powerful as Goku/Pikkon. Logically he should be weaker than Kaioshin for sure, but we don't know by how much. All we know is that he is stronger than the four Kaio's.

There is also a fact that he could outstrip Goku in a race , as well as following SSJ Goku and Pikkon's moves , assuming that he saw Goku and Pikkon hitting the platform. Edited by Alex D.
